I'll be listing the major abilities of sasuke and how tobirama counters.
1. Genjutsu- any kind of genjutsu is made useless if you use it against someone with powerful chakra and good chakra control. of course genjutsu works by disrupting a person's chakra and making them see illusions. which tobirama possesses
2. amatarsu- this is a most used technique of sasuke's. but amatarsu can be countered. Do you remember when minato purposely got in front of naruto and sasuke's attack. he made contact with the technique but when he flew off. the flames didn't fly off with him. it's because the flames are not the FTG user's chakra so it can be avoided and tobirama is quite fast.
3. susano'o- this one is a bit tricky but it can be countered. remember when gaara used his sand under madara's feet to pull madara out of it. why not use water? Tobirama is capable of manipulating water without any seals. (when he restrained Hiruzen by manipulated water and then dragged him underwater) <hiruzen vs. orochimaru) and any attacks can be dodged tobirama is in fact on par with that of minato when it comes to speed.(minato even complimented tobirama)
4. taijutsu/kenjutsu- back before the villages were founded. People that couldn't mold chakra were fighting and were used far more. (why else did they wear armor) Taijutsu back then was on a different level. fighting against sharingans, MS, and possibly madara at one point.
