Why tobirama said naruto gonna surpass hashirama

it's because Naruto quickly entering the sage mode. .

we know how fast hashi can enter the sage mode. . he just forms the hand seal and in few seconds boom SM strikes

This is why tobirama said he might surpass his brother. .

Captain Obvious to the rescue, Naruto is the main character of course he is going to surpass Hashirama.He is at the very least close to his level now.It is probably going to happen AFTER this war when there is a time skip and Naruto gets a bit older and more experienced with his powers.

Maybe the time skip after this war will be a couple of years.He should be able to surpass Hashirama by then.

By adding sage mode to his jutsu which is what he did with rasengan makes Tobirama think he'll be a better hokage?

I don't get what you're trying to pull but he said better hokage, surpassing him as a hokage is possible, but its not that impressive when you think about Minato duties as a hokage.
Naruto will try to surpass Minato, not Hashirama, because he's done two great things and one which wasn't complete.

Also it wasnt aba sage mode. His first comment was how idiotic dey both wer, nd naruto might surpass hashirama in idiocricy.
The second comment, was aba how naurto was able to quickly think of a way to break through the defense using senjutsu in addition which hashi is also capable of. At the 2nd comment, naruto was already in sage mode.
