Yeah in Tobirama's stupid words,there is alot of sense in it.

I believe sometimes intel is more important then someone's life.
In pain arc, Kakashi asked choji to deliver the intel to the headquarters and abandon him and leave him to die.

Also, tobirama can restrict a edo summon.
He can bring edo madara at 0.00000001% of his power and make hashirama bind him with mokuton.

Part 1 Oro's edo tensei couldn't even bring the Senju bro's back at full strength, I doubt tobirama's inferior version would revive madara with any threatening levels of strength.
