Obito portrayed Tobi so that he could stay in the Akatsuki's shadow and not be the head of the snake per say like Nagato was. No one really took him seriously and everyone saw him as just another comrade. Only one who knew was Nagato. When he was acting silly, he wasn't going around saying he was Madara. Well, other than to Kisame so that he'd have more trust in him.

As for "that guy" Spiral Zetsu stayed attatched to Obito.

He wasn't acting like Madara at that time, he was acting like a rookie akatsuki and his character is more like a younger Obito.
I think only Nagato and Tobi thought that he was Madara the whole time.
