Why Tobi didn't use chibaku tensei

Now I know why Tobi didn't use chibaku tensei on Naruto and Bee. That's because he was summoning the moon for Mugen tsukuyomi.

It was after naruto released all the bijuus that Tobi reserved his chakra to slowly bring in the moon so that he can start the tsuki no me project without capturing the other two jinchuurikis.

Why would he have to summon the moon when it's out? The fact is that Planetary Devastation wouldn't have even worked on Naruto and Bee so there would be no reason to use it if he even could for that matter.

That was never stated, just use the rinnesharingan to cast MT on the moon and that's it. No summoning required.

Yeah the moon was already out less than half a day. "Summoning the moon" is just moving the moon into position for IT
