After this chapter it was apparent why Tobi could not restrain the Jinchuuriki as a whole, meaning the Host and its Bijuu.
You see, Kabuto can only control a corpse through Edo Tensei. What they didn't take into account was that Bijuu, for now, have a mind of their own. They have their own feelings and apparently were given names by the Sage of Six Paths. Which goes to suggest that he had some type of good relationship with them(maybe TenTails?). Otherwise don't you think they would have hated him? Over time these Bijuu came to take on characteristics of their own.
Anyways, the best Tobi could do was subdue the beasts via chains but that still wasn't enough because it is like trying to control the forces of nature. The only ones blessed with the eyes, which would refer to the sharingan & quite possibly the Rinnegan, were able to fully control the beasts but not without sacrificing ones will which is what happened to Kurama, the Nine-Tailed beast.
It is understandable to have such a resentment for humans because instead of forging a relationship with them they were instead used as tools or merely subjugated to where they could not pose any threat. I am sure the Kyuubi would like to help Naruto but his harsh past is his own enemy. I know in time he may change his mind. Probably not full circle but enough to realize that Naruto is worth the sacrifice of ones own pride.
Tobi doesn't have the time or the conviction to "make friends" with the Bijuu so instead he chained them inside their former Jinchuuriki. So even whilst being able to channel their energy they are unable to fully control this force of nature within themselves. Reason why Five-Tails was unable to fully obey Tobi. They are powerless at the moment so the best they can do is "rattle the cage".
