The reason why there's so much commotion around Tobi is that has face has never been revealed completely. He introduced himself as Madara, but because he doesn't look quite the same is previous pictures of him.
And he has a Sharingan, so people speculated that it could be Obito, because he, if he's still alive, only has a Sharingan in his right eye and Tobi has for so far as we know only in that eye a Sharingan.
Other says it's Danzou because he covers op his right eye and both Obito and Danzou have simillar looks.

Tobi Isnt/is Danzo- He cant be and why? If it is Madara he wants to destroy the leaf. He hates the leaf. Danzo wants to be hokage and dispite is cruel ways of teachings in his heart he really does want to protect the village. He is just not doing it the right way. Danzos way of thinking is hard and almost cruel but in the end it is affective. Also Danzo ordered Sai to kill Sasuke and Madara wants to keep Sasuke alive. So doesnt anyone wonder why danzo would order one of his best subordinates to attack someone he wants control of? I have found no resonable explanation for that and if someone can think of one than im all ears.
Tobi Isnt/is Obito- Look really in reality what are the chances that tobi is obito? Obito is dead(and i know people have explanations but its a fact) He was crushed by a massive boulder which destroyed half his body and then many other rocks fell right on top of him. Now even is Obito managed to be alive somehow why would he want to destroy the leaf? Obito was a ninja who fought for that village and who thought that friends were more important than completing a mission. Tobi doesnt think like that, yes he did honor diedara, kakazu, sasori, and hidan but that was just to say with out them we wouldnt be this far. That completly clashes with Obitos way of thinking. The only explanation i have found that people say why Obito wants to destroy the leaf is because no one looked for him after he was crushed. That makes No sense. Of course no one will look for him, it is war people die and obito knew that and not only that Obito screamed at kakashi and rin to get out of there. That makes no sense for Obito to be Tobi
Tobi isnt/is Izuna- Ok this is the only Tobi theory(besides tobi being Madara) that i find plausable. Izuna knows Madaras story or atleast most of it and it is possible that he is able to disquise himself as madara because of the fact that they are brothers. But It is known that Izuna is dead after being killed in a battle(read on some naruto bio). And if kishi is going to go as far as switch madaras and izunas story so madara died and izuna got his sharingon that is just really pushing it. If Tobi isnt Madara than Izuna is the only one that I find Tobi could be. It really is the only plausable explanation if it isnt Madara.

Would Kishi make us try so hard to come up with theorys about characters (namley Tobi in this obviously) just so we can relise that we were 100% wrong....Yes he would and he is doing it again. He wants everyone to think Tobi is someone else so he made Tobi look similar to alot of people and we are just going to find out that all the theorys here are wrong. It will probably end up kishi was telling the truth the whole time and it really is madara, just no one wants to think that. The one thing that really proves that Tobi is Madara is how Kisame reacted when Tobi took off his mask. He said something like "well well im glad i know its you running thinkgs Mizukage...I mean Madara" that pretty much proves it. But i have heard this, Tobi could have had Kisame under a genjutsu so he would think its madara and say it. But would there be a point to that, Obviosly Madara was close to Kisame in the Mist Village or they knew each other at least. Why would Tobi put kisame under a genjutsu with no one else around just so he would think its madara. If tobi was trying to prove he was madara and he wasnt than wouldnt he do a genjutsu in front of people so he says Madara not who are you?
