You know, I never thought of the Sasuke part but doesn't Tobi plan to seal it within himself.

And why wouldn't it require ms? I think something with that scale of power would require it as Tsukuyomi is a ms technique.

It seems like he needs the Juubi to use it, but whenever we saw the Juubi didn't it have an eye similar to the Sharingan, but with more tomoes? I doubt it, but maybe the Juubi itself can use Tsukuyomi? And if not, there's still a possibility that Tobi might have an MS, maybe he just hasn't shown it up to us yet. Or maybe he is just planning on using Sasuke.

actually from the pictures we've seen the juubi has one big sharingan eye and if tobi becomes it's jinchuuriki he will gain it's eyes and may be able to cast infinite tsukiyomi.

I think he needs the Juubi for the power part of it. But maybe getting the Juubi can activate the dojutsu that it has, maybe the ultimate dojutsu.

the only problem i see here is the ten tails overpowering tobi and taking over.

Lol sorry to clear things up, i never said tobi did not have ms, but maybe he does or doesn't. Or maybe Kishi is saving it for us...
Also I just thought maybe you need MS since its TSUKUYOMI, but then after some comments on this thread I realized that maybe you need the Ten Tails, dojutsu to use it...and with the part about the ten tails overpowering tobi that is highly possible
