Why the four tails is by far the most powerful bijuu

The four-tails has hands and knows how to control it's chakra. Thus it can use handseals and perform jutsu. We never saw it happen but with the four tails massive chakra reserves it could easily create hundreds of shadow clones. And if it wanted to learn even more jutsus it could use the shadow clones for training just like naruto does!
