As I said before, she's going to let the children play Ninja(Boruto, Sarada, Mitsuki, Kawaki, etc etc) as she watches from her throne. The Sunflower Goddess has no need to get her hands dirty. One finger would be enough to one shot every villain.

So her staying in the background is intended as to not end the manga/anime in such a short period.
The writers are smart by doing this, considering they want milk this series as much as possible and you can't do that by having an Omnipotent Goddess soloing the villains in an instant.
