As we all know there are 3 Sage Modes.
Lets compare Jiraiya and Orochimaru.
Jiraiya and Orochimaru are the same age, and presumably are both equal in terms of physical health. Jiraiya at the age of 50 was able to enter Frog Sage Mode just by summoning and fusing with Ma and Pa. But Orochimaru couldn't enter Snake Sage Mode because his body could not bear that ability.
So I've come to the speculation that Frog Sage mode takes the least skill and is the weakest out of the 3.
Keep in mind that Orochimaru was always praised as the most talented one in the Sannin. But then I thought, how did Jiraiya up Oro by obtaining Sage Mode when Orochimaru is the real genius in the group? Simple, Snake Sage mode is much harder to use and much stronger than Frog Sage Mode. Thus why Kabuto > SM Naruto or Jiraiya
Conclusion:
If we follow the pattern, the final sage mode from Shikotsurin could be the most powerful one if we compare frog and snakes.
And if Jiraiya is able to enter frog sage mode at the age of 50, and Orchimaru couldn't at 50, then the final sage mode might need a really young and strong body. Specifically one who was praised as a god in their prime.
And I would be fairly disspaointed if this final sage mode was weaker than the snake and frog sage mode.
