Why Ten Ten is underpowered

I put a little thought into it and I think I know why.

Ten Ten is a ninja who uses only ninja tools, which all land almost fatal blows. Because the Average special ninja can easily counter these, this would mean ten ten would need some way to empower the weapons she is using. Maybe having a magnetic chackra blade like the edo that was in the war arc or a chackra filled demon wind shuriken. But because naruto is not and extremely gore filled title they wouldnt allow her to kill many ninja. Her being able to kill enemies effectively would mean that every enemy would be cut in half, mangled or shredded, I can see her having feats vs the edo's but I guess they just chose not to do them, but if you have noticed even when she is in battle her kunai are almost always countered immediately.

Anyway thats my theory... Thoughts?

the magnet release is a KKG. TenTen can't learn it or get a tool made out of it.She does however have scrolls and explosive tags inscribed on her weapons.She can't beat any of the OP ninja but to the average nin her weapons would be overwhelming.In large groups the would be even more devastating a larger group means more bodies and less reaction time.Total chaos can ensue.She could easily launch an array of tools non explosive and release a dozen a second afterwards that are explosive which would be complete carnage.

My idea was that seeing her battle style it was easy for kishi to get creative but do to the only medium blood and gore in the series, she couldn't because it would require lots of blood and gore.

Its more stylish then most in the series however the powers of others greatly overshadowed her kenjustu esp after the start of shippuden.

Her "usefulness" is not determined by the amount of blood.There is plenty of blood and chopped up bodies in the manga.
