Seals
The way seals work is that they are placed and given an order.
Then chakra is put into them to perform that order.
Seals take chakra to perform so they are prepared ahead of time to save chakra.
Explosive tags and weapon scrolls work this way.

When seals are used for summoning they are used on the spot and instantly activated with chakra.
They can also be prepared like anything else. (Weapon scrolls,Orochimaru's arm Minato's shuriken.)
To summon living things the seal must be placed by someone who signed a contract with the one being summoned.
When summoning weapons it seems that they must also be prepared for the seal.
The preparation method is unknown but it is logical to assume there is one.

This works by placing a summoning order and then activating just like an explosive tag.
It is possible that since they are teleporting themselves they don't need a contract.
I theorize that since they can teleport others they insert chakra into them to become one.
A more likely theory is that they learned how to create their own contract.
It seems that it takes more chakra to teleport things like the the TTB or Kurama.
I theorize that when they expend energy to use FTG it takes into account both mass and chakra.
Since Minato can teleport himself so easily it seems that FTG uses little chakra relative to what is being moved.
We know that more chakra is harder to move due to the TTB consisting only if chakra.

My theory is that first, summoning jutsu is way too op.
Now my actual theory is that anyone should be able to easily master FTG.
First off the only thing in the way is the ability to summon yourself of course.
It is likely that the only thing they would need to do is create their own contract.
This probably would not require the usual senju or sage hax as minato has done it.
Also there must be an easy method considering there must be hundreds of summons and new ones are born.
After you gain the summon affinity all you need to do is set a summoning seal and then activate it.

Almost anyone in the village should be able to use it.
