Jiraya may have let go as well
orochimaru is in Kabuto

None of the prior hokages can be summoned --- the are sealed

the white fang isn't even that strong he is a little inferior to kakashi? Well there are plenty others who would kick kakashis non sharingan ass with ease.

I even think to recall a passage where it says that some spirits cant be summoned as they already moved on (as they are at peace) that would apply to the white fang during the pain arc
