I will admit that he's not the sharpest tool in the shed when it comes to certain things. However, he has progressed from when we were first introduced to him. He has gotten better at controlling his chakra, he has learned to use shadow clones to his better advantage, and he can come up with battle strategy on the fly. He may not know the meaning of "consensus" and he may not sit down and plan his strategy out, but that's Naruto. It's his actions and his heart that speak to others around him. He doesn't need to know big words for that. Besides, I like the fact that he is impulsive and makes things up as he goes along. If he weren't that way then he'd be like everyone else in the series and he wouldn't be the main character. Also, you pointed out Jiraiya as being a great shinobi, but he was almost exactly like Naruto at once. Check back in previous manga and you'll see that both Jiraiya and Minato shared the same attitude and dream with Naruto. They were impulsive yet confident and turned out to be great shinobi (granted, Minato had the added advantage of being a genius). I think Naruto is on the same track. I believe he'll come to share the same traits as his father once he becomes an adult.
As for his one wind style jutsu, Naruto was able to master something that neither Jiraiya nor the 4th Hokage could. He was able to infuse his wind chakra into the Rasengan to create that "one wind style jutsu." At one point, Tsunade even forbade Naruto from using it because it was so powerful, causing damage to both his opponents and himself. That's a pretty impressive jutsu. Then Naruto even figured out how to throw the Rasenshuriken. That requires some skill, not to mention it speaks to Naruto's unique ability to think outside the box. His strategy style is impulsive yet creative.
