All the tailed beast are made of chakra, while yes it does give them hair, etc, they are made of chakra, if you killed a tailed beast their chakra would gather and make them again, while shukaku is made of sand, yes he still has chakra, but its infused in the sand he's made of, if you killed shukaku, he'd form again out of sand. Shukaku can't die or loose, unles hes sealed or runs out of chakra, he's sand.

This also explains why all the other jinchuriki turned into a mini chakra form of the beast, but gaara turned into a mini sand form.

No, this is wrong. Like all the other tailed beasts, Shukaku is made of complete chakra. The only difference is that his chakra took the form of sand. Just like the fire-style, it's not real sand. Also, the reason Gaara does not take on a chakra form is because he can't. Shukaku only has one tail. The most he can do before becoming the actual beast is the aura mode(Naruto from Part I, no tail) and partial transformation, which any host can do as shown by Killer Bee.
