Because in Naruto and Sasuke's case he was referring to his chakra, which Indra and Ashura were already born with.
He conflates power with what he gave Asura and what he gave Naruto and Sasuke. Indra and Asura were born with his powers, but not necessarily his chakra. Had Indra been in possession of his father's chakra he would have had the Rinnegan.
If he gave Asura Ninshuu the first time, then why didn't he give Naruto and Sasuke Ninshuu? If Ninshuu is what he meant when he said power, then tell me why Naruto and Sasuke were not given Ninshuu. The manga did not state that Ninshuu grants the Rinnegan or Six Path's Senjutsu.

Also nobody is born with 6psm since it's requirements are tailed beast chakra and it's not a kekkei genkai. That's where your argument falls flat on it's arse. So we see Ashura with 6psm which isn't a kekkei genkai and the sage confirms he gave power to Ashura therefore it's reasonable to conclude it was that.
