He has awakened those eyes and gave it to nagato. He entrusted obito with his revival. He left black zetsu to keep things in check.

Neither obito neither nagato were interested in reviving madara and black zetsu couldnt force any of them. I call it a failure of the century as far as planning goes. Madara is only here by mercy of the plot. He did not earn it the least.
