Sasuke's plan was to kill naruto, and become the bad guy everyone has to team up against. if he had killed naruto, he would have won, because nobody who was strong enough to fight evenly with him would be left. if naruto was left alive, the villages wouldnt need to unite to beat sasuke, and there wouldnt be peace.

in failing to kill naruto, he was unable to achieve his goal to become the bad guy everyone needed to team up against. the fight itself was a tie, but naruto's goal was simply to stop sasuke, while sasuke wanted to kill naruto. as both of them survived, naruto was the one who achieved his goal, and sasuke failed at his.
