Sasuke isn't Hokage material, like the OP said. He lets his emotions run him too much and nobody will ever trust him, so when ever he tries to negotiate with another village, there will be problems.
Also as a wanted criminal the other Kage would probably object over the issue and that would cause problems as well.

He didn't want them to kill Sasuke because he thought he could still change him, however he also said he would stop him if he was to attack the leaf village. A savior is someone that can forgive some people actions and save them. Sasuke captured a clone, not bee and Naruto didn't even know him yet...

Please, don't compare Naruto to Sasuke....Sasuke just got in the war and he already took-out Zetsu for the first single moment,stopped the Edo Tensei(which also made him the hero of the Shinobi world along with Itachi...stated by Ononki himself),revived Orochimaru(who revived the 4 Hokages) later Minato coming to teleported the Bijuudama...in other words...the Shinobi alliance along with Naruto would have gotten nuked by the Juubi if it had not being for Sasuke.

Sasuke has shown a far more greater intelligent wise than he did in the later chapter...such as analyzing Danzo's Izanagi the start of the fight,know Deidara's clay(Earth style) weakness which was Lightning style in a short time, and make Itachi use his Amaterasu outside for thunderclouds to be create so Sasuke could use Kirin.

Sorry to tell you this but, Obito brainwashed and manipulated Sasuke to the next level. He sided with Obito because Obito convinced him that the leaf was the cost of Itachi's death. He went to Oro side because he convinced him it was to key to become stronger. All the paths he chosen were the ones Itachi desperately tried to prevent. Sorry but I'm glad sasuke didn't fall into Madara's cavern or something because we wouldn't know what would strike the world.
