Kaguyas S/T changes the entire environment around you, doesn't make a portal. Unless you mean those cubic portals she puts her arms or attacks through, that's not what Sasuke has ether.



Lastly, I don't even remember Kaguya having some thunderstorm causing ability but Kirin is a dragon. Only similarity is it's made of natural lightning too.

If that is Kaguyas technique I'm pretty sure she's controlling the natural lightning not guiding it
