Furthermore, Sasuke doesn't need to be a Sage Mode user to be called a 'Sage' because neither Orochimaru nor Tsunade were SM users despite being known as Sannin, he also has Rikudou chakra which is basically Senjutsu.
Conclusion : Sasuke deserves to carry Hagoromo's title because of everything mentioned above, and also because the Sage entrusted him with power like a King entrusts his heir with the throne. Since Obito and Nagato were not original owners of the Rinnegan that would make Sasuke the 3rd Sage of Six Paths.

Obito called Nagato So6P because he had access to all the 6 paths, Sasuke is yet to show all the path. No matter how much Sasusage faps cry, unless Sasuke uses them in canon, him having all 6 paths is questionable and so is his title.
Furthermore Ashura was the chosen heir, only in case of Naruto and Sasuke, Hago chose to share the power equally and let them fight for the throne and we already have the answer to that who won.
He only holds part of Hagoromo's power just like Naruto. He isn't the sage of 6 paths since he doesn't hold the bijuu. Nagato the Rikudou Sennin? I don't really see that. He's the 7th of Pain right?
