This is because Indra = the King of the Gods in mythology which has the power of lightning.

Sasuke and most like Indra have lightning release but Madara doesn't because he lacked what Sasuke has, love for his brother. Madara didn't love his brother Hashirama but Sasuke loves and cares for his brother Naruto

I figured it was because Kakashi taught him Chidori when he was young.

He did but that was because Sasuke already had lightning affinity.
