Actually, Naruto's passiveness regarding them is perfect for Sasuke's plan.

He knows only Naruto can defeat him and he knows Naruto has no intent to kill him. So, this is why Sasuke likes this situation very much and rushes forward blindly.

There are always artist mistakes with the Gudoudama orbs, before during the Madara/Kaguya fight, there were a few panels were Naruto was shown with no Gudoudama, then 9, then 6, then back to 9.
Madara has been shown with 9 tomoes Rinnegan, then 6 tomoes Rinnegan at points in the manga.
Sasuke same as above with Madara
