Why sasuke has gotten weaker???

It wouldn't be fair to compare Sasuke to Naruto.

If Sasuke truly learned how to use the rinnegans full power and was not restricted by plot he would have crushed all of his opponents including the villains in the movie and then there would have not been a story so he has to be nerfed. I mean how else is Boruto, a genin with no life or death combat experience going to contribute to the battle?

If Sasuke overuses the power of his Rinnegan, the tomoe will disappear until it has fully recharged, a process which takes a considerable amount of time. During this time, he is unable to use the Rinnegan's full power and apparently cannot even activate the Mangekyō in his other eye

He hasn't, as a writer, you need to balance your character's strength, if Sasuke overpowered Momoshiki that would make for a terrible movie and Momoshiki would lose all sense of threat that a villain, especially a Main villain should have, also technically speaking, Sasuke should be stronger than Naruto since he can freely travel the world whereas Naruto is stuck doing Hokage duty.

It doesn't matter, what's stated is that traveling through Kaguya's dimension is the crux of Kaguya's stamina drain. The same would obviously pertain to Sasuke unless you have a logical explanation that discredits that notion.

fun fact: sasuke used that jutsu twice in boruto...he still had his full-powered rinnegan...the two feats are incomparable
