Wow, just wow. OP, at least trying backing your post with facts. IE: there is no evidence to support Jiraiya used SM in exhibit A. When Pain captured Naruto in exhibit D Naruto was not using SM.
Summoning Ma and Pa take up a considerable amount of time and restricts your movement. Against Four Tail Naruto, Jiraiya probably had no time to summon them (which speaks a lot about how effective Sage Mode is in battle).
Or if Jiraiya did use Sage Mode, he still got hurt pretty bad. Either way, he got owned and has the scar to prove it.

It is a manga fact that Sage Mode increases your strength and speed, and yet Itachi had no problem countering SM Kabuto's speedblitz assault.
While it's true that Kabuto was able to dodge Sasuke's arrow (which Danzo/Kakashi said was too fast to dodge), Itachi still found a way to stop his movements. Totsuka Blade could have finished him off right here:

Naruto, with the ability to go Sage Mode, claims that he needs the Kyuubi Chakra to fight Sasuke. The above scans speaks for itself. SM is not enough to bring down a weakened Sasuke.

What if Nagato rammed this rod through Naruto's skull? Also, remember that Nagato was somewhat tired after taking on entire village. He was also holding back so he could capture and not kill Naruto.
SM Naruto on other hand came prepared with all his clones and frogs and still ended up eating dirt.
Exhibit E:
People say Naruto with Frog Genjutsu owns X character. Ironic, because this only further demonstrates why Sage Mode is overrated. Ma and Pa are the ones doing the genjutsu. Assuming that the earlier assumption is true, then it is an admission that Ma and Pa are the real threats and not the Frog User.
But practically speaking, frog genjutsu takes considerable time to pull off. Not only do you have to summon the toad sages (which wastes time), you must also wait for the song to be ready after you summon them (which also wastes time). This type of strategy would never work in an open field.

A blind Madara speedblitzes SM Naruto and is underwhelmed by Hashirama's Sage powers. This confirms that SM is overrated.
B: 1 instance dude, one instance. Naruto's fodderized everyone he's encountered in CQB while in sage mode so far. There's also the fact that he could keep up with the raikage. I strongly suspect Itachi was plot-shielded in that instance considering SM can throw a summons. He should have at least been knocked back.
C: That's the faulty scan. The viz scan said "You can't beat Sasuke by being strong, what's inside him...." That strongly hints he was talking about ideals and not power, since he acknowledged that strength wasn't the issue. Plus, you merged 2 different scans to make it look like Naruto said he needed the 9 tails to beat Sasuke. He said "It's time I stop running away from who I am." When he said that he needed Kurama, Sasuke was gone for a while, so it's likely Naruto was saying that because he knew Sasuke would get stronger.
D: That was not only base Naruto, but Pain took advantage of his emotions by throwing Fukasaku's corpse at Naruto and took advantage of the moment Naruto caught him.
E: True
F: Yet Naruto managed to beat the 3rd raikage in speed and reflexes. This is either a. Plot or b. body flicker, or c. Madara's above everyone in base attributes.

Juugo never had a true sage mode. It's essentially curse mark stage 2. Fodderized implied that Jiraya was helpless. He took out 3 Pains, and then lost an arm from being blindsided. If memory serves, Jiraya lost SM and still managed to kill 1 Pain.
SM is not overrated, but in fact, underrated. People kept on saying KCM>SM and crap like that. Nobody's saying ninja's are unbeatable because they have SM, but it is a huge advantage.
