Yeah it looks badass but purpose i don't see its usefulness really besides aesthetics and the ability to carry more eyes not unlike having your six paths with you XD lol anyway looks promising

It sure looks badass. But the actual reason could be that the Byakugan was already present in his eye sockets. Adding the Rinnegan wasn't possible unless on arms or palms like shown regarding the Sharingan.

If you mean why Kishi designed him that way, it looks cool and is different from most other Naruto villains. If you mean why Momoshiki would have them in his palms, I'm pretty sure he was born that way. It's no surgery added thing as with Shin.

In budhism the eye in the palm of the hand can be the representation of powerful energy emanating from an englightened being through his/her hands.

Also notice the position of the Villains hands, which can mean he/she is fearless or wants others to fear her by showing her power.

1) They need an excuse for having a user with both byakugan and rinnegan

2) if the rinnegan was in the eye, it'd look so weird, the byakugan is basically just a pupiless eye, so there wouldn't even be a notable change other than nerve popping on the sides of the eyes.

3)gives an excuse that nothing done in modern times is original. Shadow clone technique is derived from limbo, healing jutsu derived from Kaguya's healing properties (or naraka path), FTG derived from Amenotijikara, sealing jutsus are derived from original sealing tech, SPCT. Everything basically stems from rikoudo sannin and his immediate family, not even danzo is immune to this as implanting eyes on other parts of the body seems like this otsitsuki beat him to it.
