tobi and madara have the same plan

part of the first plan was to use rinne tensei on madara

when madara was first revived he thought it was nagato

madara even realized something was wrong with the plan

the first plan was messed because of naruto and nagato using the rinne tensei on konoha
sasuke was supposed to get the eight-tails and nagato was supposed to get the ninetails because of them both failing the kages all met up at the summit

Tobi then uses his backup plan and declares war

why would tobi want to revive madara if everybody's going to be put in and infinite tsukuyomi anyways? at first I thought it was because tobi didn't have tsukuyomi and madara did and tobi is just some hopeless guy who wants to be in the infinite tsukuyomi, if kabuto never edo tensei madara everyone would have thought tobi was madara and he would have been No One.
but after the next chapter it seems that tobi can do the Infinite tsukuyomi

Tobi didn't want Madara to revive. He was pretending to be Madara, and he had no say on what Kabuto did. If Madara were to be revived, then everyone would know he wasn't Madara. It was Kabuto who summoned Madara.

To take on powerful ninja. He's got more than a handful with Naruto, Bee, Kakashi and Guy. What if the 5 kage and a ton of reinforcements went to Tobi, too?

Kabuto was probably going to betray Tobi at some point in the manga, not even Kabuto would want to be controlled by Tobi for an eternity

Tobi was too caught up in dress up.

I think tobi betrayed madara somehow that why he was probably mad at kabuto for having him as an edo he didn't seem mad at all about finding out he was not madara.

He was pretending to be madara because he wanted to be No one and if the infinite tsukuyomi were to happen everybody would have thought he was madara and no one would have known tobi's true identity. when kabuto edo'd madara it proved he wasn't madara
