Why random ninja's are so weaks ?

For example , why random elite ninja's are weaks , but in theory they are more powerful than basics jounins.

In Naruto a Ninja must be "important" to no die in a fight , but others Ninjas dies always rapidly and easily even if they elites ninja's like Anbu.

Second one in this is a big reason. Have we ever seen an ANBU killed by someone with less than ANBU skill/status?

They're "weak" in comparisson to god-like characters. Anyone less than Naruto, Sasuke or Madara's level seem weaker but that doesn't mean they're weak.
