[Hypotheically speaking] In the negotiation, they couldn't just give the Uchiha a higher position or move them closer to the "center" of the village. Other Clans would try to negotiate the same. Telling them to leave sounds easy, I'd admit, but that was the only negotiating tool they have besides usurping the village.

Blaming them is easy also. I don't blame them. The Uchiha made their own decisions and only prove Tobirama and Danzo's point.
