Why people think that this chapter is good ?

Gai has unparalleled Taijutsu techniques and since the Eight gates opening was so hyped for a very long time, it had to be like that..
Coming to your questions, What is Madara?? Is he god? No... He is a human and for sure, he can be beaten by some OP techniques.
Plus never did we see Madara attacking Gai except one or two instances.. If he actively participated, he might have ended Gai soon enough. Madara wanted to feel his body and power..
Answer two : Not everybody can open 8 gates, in the entire manga there were only three shinobis able to open 6th gate. So, Danzo can't hire these kinds. He selected only top talents of Specific clans. Gai was not talented, he was hardworking. Plus, as said in running anime, there needs to be a darkness in one's way of life to get into ANBU.
Just because you didn't understand this much, you hate the chapter and even the people who liked the chapter..
The greatest thing to like in this chapter is the heroic entry of the 'Hero'.
