Because people can't read.

In the phrase: "By the hands of the 'Shogun' of the Wano kingdom and the pirate Kaidou". It's clear that it's about two people who gave the order:

1) The shogun of the Wano kingdom
2) the pirate Kaidou

If the pirate Kaidou was also the shogun of the Wano kingdom the translator should've used an oxford comma to show that both titles belong to one and the same person.



So options are:

People can't read, which is most likely. Or *********** slipped up grammatically and there is another source that implies Kaidou is shogun.

hell no! his not even a samurai, shogun is one of the strongest samurai, they lead soldiers, i think they were saying is that wano was part of kaidous territory... so basically there is this bad samurai probably momonoske's father's brother, who talked to kaidou, made an agreement, killed momo's father then he became the king of wano since they were helped by kaidou they become part of kaidou territories...
