Why people are under the assumption that Indra and Ashura chose their reincarnate?

Isn't reincarnation usually is something automatic in which a dead soul is reborn in a new body rather than a soul residing in deep inside someone?

I always thought they're just reborn but their reincarnates have their own souls which makes it effy.

So which is it?

They're not reincarnations because transmigrants have their own souls and conscious. It wasn't until Kage summit arc that Naruto sensed Indra's chakra in Sasuke which implies that Indra and Ashura's chakra didn't manifest until the power of their transmigrants began to bloom.

Maybe all descendants have a little of Indra and Ashura's chakra but only those with the right genes living under the right conditions can awaken the full extent of it.
