after oro was revived he said he realized that what kabuto was doing was wrong and he was now interested in sasuke's path
and tells tsunade that instead of being the windmill that moves,he wants to see what sasuke's wind is

the sage didn't want anyone to be like him and wanted his older and and younger son to cooperate
