Itachi rigged Sasuke's victory. He intentionally stretched it out in order to pull Orochimaru out. Sasuke didn't kill Itachi or deal final blows. Itachi fell over dead.

This is not really an argument of feats, but one of portrayl. Itachi will always be stronger than Orochimaru for reasons dating back to Japanese mythology. Even Kabuto (who surpassed Orochimaru) and became the ultimate counter to Itachi still ended up losing to Itachi

It doesn't matter how powerful Orochimaru becomes. If you ask Kishimoto, he will always make sure Itachi wins.
