Why obito isnt using kumui

I really dont know if someoen has already solved or made theory on this as I have been working on the RP and my classes so if this has been said dont get mad and just throw a party.

Them little balls that be floating around him, Idk if he controls them to defend or if they auto defend him on incoming attacks. Nevertheless he is repelling all jutsu like Tobirama said except sage jutsu. He can't use kumui on himself as it would be repelled. I got homework to do so forgive the vaguness of this theory do what you want with it.

No, the Juubi is sealed within HIM and the chakra is too large to move through dimensions.
