Like the Mangekyou Sharingan, you need both of your eyes to unlock Amaterasu or Tsukuyomi.


Maybe Rinnegan is the same, the sole purpose why Obito took the 1 Rinnegan is because he can summon the Gedo Mazo and control the Bijuu's more effectively to get the job done.

You don't need both eyes to unlock Ama or Tsuko. Each jutsu resides in one eye. Obito's MS jutsu are different, being Kamui in one eye and ST Migration in the other. You could be right about the Rinnegan, but Kakashi said that he doesn't use Rinnegan jutsu because controlling the bijuu used a lot of chakra already. I think Kishi put that in there to explain it to the reader instead of putting in random text.
