First off the newest chapter 599 doesn't actually state Tobi is Obito. Its just a flashback where Kakashi is contemplating whether Tobi is Obito or not. Thats why on the last page it seems like Kakashi is asking a question instead of declaring Tobi is Obito. Now there are too many inconsistencies for Obito to be Tobi. Lets go back to Madara's time. Its already been stated that Madara personally knows Tobi. Madara was long dead before Obito was even born. When Tobi fought the 4th and took Kurama(nine tails) from Kushina he said he has been waiting generations to snag the Nine tails. He was also much taller than he was before his death and much stronger. How could "the runt of the Uchiha" master the Sharingan in just two years. Now Obito apparently died 2-4 years prior. What if Obito were to survive by some means and used Kamui to save himself? He used Kamui (its S/T Ninjutsu) to go back in time to sometime while Madara was still alive and Madara saw he was a Uchiha with his 2 tomoe sharingan and decided to make Obito his apprentice to further develop his sharingan. Now most students in narutoverse inherit the philosophy of their teacher. There are however some inconsistencies if after going to the past and mastering his sharingan to the point of Mangekyō Sharingan why didnt he just use Kamui to travel back to his own time and snag the Nine tails instead of "waiting generations" there would be no need for that. I had original thoughts of Tobi being Izuna. Though there is still a possibility I dont think so. Madara saw Tobi as an underling not an equal as Izuna and Madara were equals. It is very well possible that Tobi is either the Sage's elder son or the spirit of the 10 tails itself. Remember Tobi called himself a nobody. The Sage's elder son could have been so pissed and he was that he just labeled himself as a nobody after he wasnt chosen as the Sot6p successor. The 10 tails could have called himself nobody probably because he was nobody after having his body and chakra taken from him. He probably thought his story would forgotten over time. Either one could have been body surfing bodies for generations waiting to strike. In short the latest chapter was just a trolling chapter it did not serve any purpose except putting on the table that Tobi may possibly be Obito.
