Well, that would be even worse. This manga is already overcrowded with characters and the result is somewhat a mess imo. Its very hard to manage them all.

If you're talking about abilities, i'm pretty sure at least half of their arsenals would be recicled stuff:
Jimi Hendrix = Super strong + Super fast + Raiton Cloak + Other Raiton jutsu.
1st Tsuchikage = Jinton + Flight + Doton jutsus.
1st Mizukage = this one could be something new considering every Mizukage shown so far had different fighting styles.
1st Kazekage = the 3rd was the fist to have a sand like jutsu, so i'd say this guy most likely used puppets + Futon.
