He revived two Uchihas, Itachi and Madara, and powered up the most powerful Uchiha ( known ) in last 80 years. That was more than enough but for the chance of Itachi planting Shisui's eye in a crow and giving it to Naruto. The surprise factor which threw Kabuto's whole plan off at the moment.
And it was a shinobi world war not Uchiha war against rest of shinobies. it would have been boring to see only one clan. Just two Uchihas are dominating the war so far as it is.
There is not much point in Itachi or Tobi hiding them and a proud clan like Uchiha remain as such. The bodies were found and Danzou got their eyes so they can't be hidden in any case.
