! In this thread, I go in depth about how Neji can beat Gaara or at least compete with him, and give some supporting evidence by using Sasuke as an example. Hope you enjoy!

I think that Neji would've had a better shot at defeating Gaara than Sasuke, if not could've defeated him. Here's why:
So personally, I think Neji would beat Sasuke in Part I. Kaiten would be able to deflect most of Sasuke's fire-based techniques, so now all he is left with is Taijutsu, Chidori and two tomoe Sharingan. Sasuke's Taijutsu copied from Lee won't work because we all saw that Sasuke's is good but nowhere near Lee's. And since Sasuke lost to Lee even though he could read his movements with the two tomoe Sharingan, that means that Taijutsu would be useless against Neji since he was able to beat Lee and his Taijutsu, it's just ABC logic.
Now he is left with Chidori and his two tomoe Sharingan. Chidori will be useless because Neji's Byakugan can easily read his movements while he's attempting to attack, end of story. If he can read Lee's Taijutsu and beat him, then with Sasuke's movement combined with Chidori just won't work against the Byakugan.
Now Sasuke is left with his two tomoe Sharingan. While it is possible that he can dodge Neji's techniques, it's no use if all of Sasuke's other abilities have been canceled out.
Plus it'll be very hard for him to evade Neji's Sixty Four Palms attack (One Hundred Twenty Eight if you include anime).
So now that we see that Neji can beat Sasuke in Part I, we know he has a good chance at beating Gaara. Given how Neji faired against an opponent who was a long range master and had the advantage over him (Kidomaru) it is safe to say that he can compete with Gaara. While Gaara can try to put him in a Sand Funeral, knowing Neji and his genius it is easy for him to just use a Substitution Jutsu and catch Gaara off guard (or just emit chakra, as shown against Kidomaru when he was wrapped in a cocoon as hard as steel). The Sand Shield might not work against Neji because of his unique ability to expell chakra from anywhere on his body and how he can use this to attack the lowest concentration of chakra in an ability (as shown against Kidomaru. This might not be completely correct, you guys might need to correct me). This will render some of Gaara's sand based abilities useless. The Sand Shield will also be rendered useless because not only does it expend more than half of Gaara's chakra, Neji could use a combination of his chakra emitting ability and use ET: 64 Palms to break through. In addition, he could use his high speed (not on Lee's level though, more like Sasuke's level) to try and evade any of his attacks. (I will note he is given a 4.5 for speed in the databooks, although these aren't TOO reliable). If Gaara were to partially transform, the same concepts would apply.
All in all, I think that because of these things, Neji would tie or beat Gaara up to partial transformation with very high difficulty if Neji can finish off Gaara before he goes into his Tailed Beast Mode.
