Simply put, it's not in his blood. A pretty simple concept that people tend to overlook.
In the Narutoverse, it's common for children to inherit their abilities from their parents. We see this time and time again. Naruto's parents didn't have any hereditary talents to pass on to him. I'm not saying that his parents were not skilled shinobi, let's not get ahead of ourselves.
First of all, Minato Namikaze.
Lets move on to Kushina Uzumaki.
Now to the main event, Naruto Uzumaki.
Now that we got all that covered.
Basically, to sum things up. Naruto's parents had no hereditary abilities to pass on to him, unlike what we see in other clans and families. Such as Nara clan's manipulation of shadows, Yamanaka's mind related techniques, or the Hyuga clan with their byakugan.
I believe that the Namikazes and Uzumakis were incapable of using true ninjutsu's, yet were exceptionally good innovators. The Uzumakis mastered the art of sealing techniques because of this. Minato overcame this by inventing techniques that any normal person can do if he or she tried hard enough. Naruto followed in their footsteps with his high determination.
Every skill that Naruto Minato and Kushina know, any person can do, but takes devotion and time to create and master.

Fūinjutsu.

Toad Summoning.
Wherein he would summon toads through a blood pact that would fight alongside him if he needed.
Rasengan.
It is the highest level of shape transformation and it does not require hand signs to be performed. Instead, using a concentration of spinning chakra in the form of a sphere in the user's palm.
