[Theory] Why Naruto vs Sasuke is going to happen and why they didn't seal Kaguya

So let us start with WHY Naruto vs Sasuke is going to happen

If we go back to the moment Sasuke decided to protect the village

and when he arrived, there is something that hints strongly towards a final battle; although, some of us hope that Sasuke avoids going down that route.

So Sasuke has decided to change the current stage of the village, but HOW is of course the question!
With subtle suggestions and hints, we can infer that his PLAN includes the removal of any and all jinchuuriki/biju from existence.

So if Sasuke's previous state of mind does not change, this battle between Naruto and Sasuke is inevitable. (Naruto is aware of this based off of previous image/ability sense emotions)
The great elder sage said himself the battle would come, and Naruto says he is prepared for the possible outcomes. Naruto helps his friend and ends the cycle or Naruto fights/kills his friend to protect everyone.

Now to the next topic: WHY they didn't seal Kaguya/Jubi
this might not even explain it at all, and it's mostly speculation.

What is this conversation between the past hokages and the hermit about a technique that requires huge amount of chakra? If Sasuke and Naruto are the ones to seal kaguya/jubi why is he explaining some technique to the past hokages? This leads me to think that they will play a part in the upcoming chapters to deal with kaguya/jubi or the possible resurgence of Madara (let's be real, we prefer Madara over kaguya)

Danzo tried to have hiruzen killed.

I don't think Sasuke is interested in waiting for reelections. He has that "idc what you think about me I'll do what I have to do to become hokage" mentality. (The decision whether to fight Naruto or change his mentality would have to come first ofc)

I really don't want a final fight to happen. If it comes down to Naruto vs Sasuke, I can't really see how Sasuke will return the village-if there is even a village to return to.

Not going to happen. Some people just do not get it. The cycle of hatred is going to get broken, hence why Rikudo gave them both Ashura and Indras chakra.

This. Count on a tearful Sakura being like "BUT WHY DO YOU HAVE TO FIGHT?!"

The answer is the same as it is in any shonen manga, because that's how boys solve their problems. Either that or Sasuke goes full villain and kills Kakashi. But I doubt it happens. Still I'd laugh.

Personally I agree with the fact that naruto & sasuke fighting over the bijuu seems inevitable, but at the same time I think something will happen and either sasuke will accept their bond or the bijuu will ask to be sealed or left in another dimension.

And also I think the sage is anticipating madaras return and the jutsu he taught the kages will have to do with him or maybe it has something to do with the bijuu. To soon to really say but man ish is getting thick

Once they seal kaguya, they plan on sealing naruto and sasuke so that their bloodlime will not continue.

Not continuation of kaguyas kids, no more cycle.

Very dark ending but id prefer that.

Also they never made it clear who that person is "the one with the eye" weve speculated sasuke because hes narutos rival but at this point, their rivalry is done. Reigniting it would only frustrates people. Because how can you reignite it? By having sasuke be an dickbutt again? Thats just lame.
