Because the whole system of Hokage was created by MADARA and Hashirama.
MADARA CREATED THE VILLAGE HIDDEN BEHIND THE LEAVES AND THE HOKAGE- THE ONE WHO LEADS IN THE SHADOWS! [I sense Obito and Kakashi dying together which is sad but probably needed. Than Naruto will face Madara with the recent death and dissappearance of the three who meant alot to him (Kakashi-sensei, Obito-similar feelings/rezed him/could've killed him lol, and Minato his father)] and Madara will be the one to reiterate this to Naruto- when he claims his dream is to be hokage, that Madara is the one who created that dream and it was just an illusion-genjutsu!!!
That is why Sasuke was right to think he could be the next Hokage and also his 'burn it down' approach to destroying the Bijuu and all when they were still battling Obito because he knew that the Bijuu held the power that everyone (akatsuki-madara) is after and Madara is the one who said recently that he would change the world and destroy that evil chakra and be the last one to have strong chakra.
HERE ARE THE PAGES IN CHAPTER 625-
The system could end with the next leader dying like Obito or something, knowing that Obito played BOTH a soldier for and held the name of MADARA but converted back to the side of the village- he could go for the seat of Hokage or whatever. Naruto is too unknowledgeable about what it means to be a leader except Kyuubi's chakra and Sasuke does not agree with the system as a whole and he's also dead for now lol. Also it's kinda funny how Sasuke said he wanted to be the next 'hokage' after being told the story by Hashirama that Madara created the village hidden in the leaves and all Sasuke could say about Madara is that he's just a relic of the past SMH! If we were going in linear order- Minato the 4th hokage would have chosen either Kakashi or Obito to be the next hokage so it would make sense Obito taking the spot as the next leader, but 666 foreshadowed how Obito put his trust and dreams in Naruto by reviving him.
Also another contradiction would be the name Hokage itself because in the story- The leaf village is the first to start the village system and everyone followed suit after it so how do they already have Kage as their leaders as Hashirama asked in the above page lol? It was obviously Hashirama who made the name, but the land of fire and the other lands existed before that and are separate.
