Sasukes plan wasn't solid. They would of seemed out earth since Kaguya never returned or reported to them.

& Naruto as well as the bijuu being dead means he would lack the power to beat Momoshiki & Kinshiki. Much less the rest of the clan.

Sasuke never wanted to be a traditional Hokage. And Gaiden proved that Naruto follows his orders.

Naruto was ready to leave Konoha to travel with him, and only stayed because Sasuke told him too. Later on he personally left Konoha, rather than send a clone, to meet Sasuke during the Shin stuff because he was ordered to via Hawk.
