Yeah, this is one of the things I avert when I write Naruto-fanfics, Naruto is always promoted to Chunnin in my stories.

The guy deserve it, but in canon...he's a Sage!

Pretty much this. After the time skip, none of the other rookies have gotten ranked higher either and Naruto is no exception to this rule. Also bare in mind that the village perceives Naruto to be very reckless so making him a chunin or jounin may cause troubles since those types of ninjas are supposed to be able to make wise decisions.

he lost to Konohamaru for God sake

do you know how long ago that was
naruto did not have km,bm,new jutsus, and he wasn't as smart back then
and he didn't really lose to konohamaru he was doing just find without using sm but he just decided to use sm and got disqualified
