Why Naruto didn't summon Bunta at VOTE

In your first post you said people only use summonings if the other does, so Im asking why would "the other" use a summon if people only use a summon if someone else does.

If they are at a disadvantage or already had a summoning there during the fight take 3 way deadlock for example Oro was at a disadvantage because he was armless and made Kabuto summon manda for him Jiraiya and Tsunade does the same in that same span. No one ever used a summoning without the other using one too.

Becuz 'Buntas card has a 200 hundred chapter cool down & loses half its attacking points against sasukes curse seal, which is a double penalty, trap card under default game rules.

I don't think Naruto had enough chakra to summon the toad on his own, and Kurama may or may not have assisted him then/Naruto may not have asked for chakra. It was for the best, since I can't think of any counter CM 2 Sasuke could do on the toad (maybe genjutsu lel).

Naruto didnt summon it, cuz naruto wasnt even home.
Kurama has taken over his thinking process and that is why naruto got 4x4 traction.

And Bunta would do what? fight a little kid for no reason? You have to remember Bunta won't fight anyone unless it's someone he hate or messes with his kids or someone Jiraiya asked to fight.

To match the others summoning have you ever saw someone use a summoning in a 1v1?

I never say this but this is kind of a dumb argument..... If you only do summonings to match another persons summoning there would be no point to even do summonings -_-.....
And Pain used summons in his fight vs Naruto itachi and bee
Naruto Used summoning to fight Gaara.. ( I dont count 1 tail as a summoning.. then you would have to count 9 tails as a summoning and your logic becoems flawed by how many times Naruto uses it)
Sasuke and Oro both summon snake to ensnare people...
Sauce summoned a Hawk in a 1vs1 fight
Kisame summons sharks in his fights.
Doki summons.
Kakashi summon his Dogs vs Zabuza
Madaara Summoned Nine tails Vs Hashirama

Naruto hadn't mastered that jutsu(and still hasn't, by the looks of the most recent reunion chapter). And even if he could, he wouldn't, because he wanted to bring Sasuke back to the village alive. 'Bunta would've completely wrecked Sasuke, CS2 or not.

Nagato used summonings for shared vision because he lacked mobility-said by Kabuto.
Naruto used a summoning because Gaara went tailed beasts mode. I never said Kyuubi isn't a summoning since Madara and Obito had it as a summoning.
Sasuke summoned his hawk to stop him from falling.
Kisame did that so he could get the intel to safety.

True but that was only because Zabuza had hidden mist activated he couldn't see.
Madara had Kyuubi Hashi summoned ShunshinSenju kinda evens out.
