It's not another universe dude otherwise they wouldn't be there.. dimension would be a better word, but with obito and kaguya's dimensions etc. it's not the correct word either, limbo is the world between life and dead.. neither hell nor heaven, ghosts still roaming the earth, dead is apparently another dimension since obito was still able to travel from there to earth (or was that just teleportation).

Think of it like this, instead of looking forward in a straight line, Naruto can alter his perceptions by turning his head at and angle and seeing "between" the lines. Thats what a different dimension is, its here but we can't perceive it, its not necessarily far away or close.
