Naruto is generally stupid. He is smart when it comes to fighting.

The reason why Naruto acts "stupid" around Sasuke is because he feels safe when next to Sasuke...

Seriously though. I think he always acts like this when not fighting. Now that Sasuke came back it would seem that Naruto has dumbed down even more because after listening to Naruto's stupidity, Sasuke now came back to enlighten us with some wisdom.
