First of all, Nagato was a character foil for Naruto - he was developed relatively well, had a reasonable back story and had many connections to Naruto, direct and indirect. He was another, what Naruto could have become. In my oppinion he is the best villain because he broke Naruto's spirit (almost) completely. At no point ever again did that happen to the extent it did. Naruto was damn near ready to give himself up and surrender to Pein to bring peace to the world. Naruto's will which was stated to be a special power of him or something was broken. Pein proved to be a masterful manipulator and a grey and complex character. Orochimaru didn't kill his will; neither did Gaara; or Sasuke; Madara and Obito damaged it, but it didn't seem Naruto will actually give up, simply a small state of depression. Now what do you think? Discuss and debate :)

Obito also made him give up, only Hinata seemingly saved him from that.

Madara is the most badass, without a question.

Orochimaru was also an amazing villain, bringing intelligence and pure sadism into the equation.

I agree Pein was a marvelous villain, the way his power and character was kept so discreet was naturally intriguing. His God complex made him seem a little psychopathic and that's always a good trait, if it's inside the right characters; and Pein wasn't the cackling book weasel that most psychopaths are, he was almost what he proclaimed himself to be, almost a God.

"The best" villain will always come down to someone preferring one over another on a personal level, for me; Madara takes the cake. He is just so nonchalant and relaxed in the face of the biggest and strongest force the world has ever seen that it really makes you think. The moment he said the Kages were; "Not ok" was the moment he became my favourite villain.

I wish he had used Jiraya's body as the new Animal Path. Claiming he's God all the time then is afraid of water? I suspect something fishy.
